FAQ

Is this legally compliant?

Yes. The PDF we make is a true copy of the official HWCN01 consignment note, as set by the Environment Agency under the Hazardous Waste Regulations 2005. All five parts (A to E) are there, with the right fields, layout, and certification wording.

Does it work offline?

Yes. Driver jobs, signatures and completions are saved on the device when there is no signal, then sent when the connection returns.

What about the Environment Agency's digital waste tracking programme?

Consigns plugs straight into DEFRA's Receipt of Waste API, the live service behind the Environment Agency's national Digital Waste Tracking programme. New accounts start in practice mode, so your team can learn safely. Once your business finishes DEFRA's waste-receiver registration and you add your API key, you can send to the live register.

Do I need to change my website?

No. The customer request form drops into any site: WordPress, Squarespace, plain HTML, anything. Your current site stays exactly as it is.

How long should you keep a hazardous waste consignment note?

The producer keeps a hazardous waste consignment note for at least three years, and the receiving site keeps it for five. Waste transfer notes for non-hazardous waste must be kept for two years. Consigns stores them all for you, searchable, for the full legal period, and Enterprise plans add extended retention.

Can I do waste transfer notes as well as consignment notes?

Yes. Hazardous loads use the HWCN01 consignment note. Non-hazardous loads use a waste transfer note for duty of care. Consigns makes both digitally from the same job, so every movement is covered, not just hazardous waste.

Does Consigns work across the UK?

Yes. Consigns covers all four UK nations: England, Wales, Scotland and Northern Ireland, each with its own regulator (the Environment Agency, Natural Resources Wales, SEPA and the NIEA).

Can I import existing consignment data?

Enterprise plans include assisted data migration. Contact us for details.

Do I still need paper consignment notes?

No. The record can be paper or digital, both are legal, and Consigns makes the digital one. The type of record depends on the load: hazardous waste needs a consignment note, non-hazardous waste needs a waste transfer note. Digital waste tracking is a separate new step, and Consigns is ready for it.

Is digital waste tracking mandatory in the UK?

Yes, but in stages. Sites that take in waste must use it from October 2026. Carriers, brokers and dealers follow from October 2027, with early access from late 2026. It does not replace consignment notes. You still need those, and Consigns does both.
